Purpose
This project is a multi-purpose bridge that will provide an above-ground utility crossing and a pedestrian crossing between the park and the waterfront.

Project Area
The Grand Avenue Park Bridge will cross from the Grand Avenue Park bluff, near 16th Street, over Burlington Northern-Santa Fe Railroad right-of-way, and State Route 529 with a landing point on Port of Everett property.

Project Description
The purpose of the bridge is twofold:
1.  The bridge will carry pipelines across the steep slope, railroad tracks and West Marine View Drive. This is necessary to replace deteriorated underground pipelines. 

2.  The bridge also will provide pedestrian access to the waterfront. Federal funding has been secured for the pedestrian upgrade of the utility bridge. 
 
Replaces Outfalls & Lift Station Force Main
The project also includes replacements of outfalls and a lift station force main along the waterfront from the bridge up to 14th Street.
  
Addresses Basement Flooding
To address basement flooding, 2 pipelines crossing on the bridge are an outcome of the Sewer Basement Flood Reduction “M” project in the Northwest Neighborhood. 

The City is designing stormwater separation as a solution. Puget Sound Outfall 3 (PSO3) will be repurposed as a stormwater outfall. In January 2013 the current Puget Sound Outfall 3 pipeline was subjected to a landslide and needs to be replaced. The second pipeline will be for combined sewer overflows that will continue to discharge to the other two outfalls (PSO1 & 2).
